Editor's Note · 2026

Runtime State reads policy documents for what they reveal, not just what they propose.

The work sits between discourse analysis and incident mapping. It takes official framings seriously, then tests them against the evidence on the ground.

Method

The primary methods are discourse analysis and incident mapping. Policy documents are read not for what they propose but for what they reveal about the assumptions, silences, and structural logics that shape them. Cyber incidents are compiled from public records, annual reports, and ministerial disclosures to surface systemic patterns.
